sponsored by anti-social elements,
mostly pimps in the flesh trade.
After they became known in the area
as Chowky sponsorers, these people,
struck deals, between the police and
those who wanted to misuse the police
authority, either to escape from some
illegality committed or to get some
business rival or some other person
framed by the police.

Mumbai: The Mumbai police on Friday admitted
before the Bombay high court that 137 of its chowkies
were built unauthorisedly on pavements and roadsides
These structures will be the first of the 269 illegal
chowkies in the city that will be demolished.
The statistics were revealed in an affidavit filed by
joint commissioner Vijaykumar Kamble, in response to
a PIL filed by I K Chhugani, a resident of Khar,
against illegal chowkies, many of which have been
built with funds donated by local builders.
State advocate general Ravi Kadam told the court that
it would require at least six months to take action
against the chowkies. The day-to-day work of
policing and maintenance of law and order will
suffer, said the government in its
affidavit, seeking time to make alternative
arrangements before taking action against the illegal
chowkies.
A
division bench of Justice Bilal Nazki
and Justice Sharad Bobde granted time
but also asked the police to
immediately demolish those chowkies
that are abandoned.
By
the Mumbai polices own
admission, of the 388 police chowkies
in the city, around 279 do not have
requisite permissions and 52 of them
sported names of the sponsors.
To redress criticism about the
illegality of the matter, the police have decided to
chalk out a comprehensive plan to construct chowkies
according to the assessment and requirement of the
force. The construction of police chowkies will
be centralised and sanctioned from the
headquarters... only after obtaining necessary
permission from the BMC and other local
authorities, said the affidavit, adding
that no private sponsorship or donations would be
accepted.
In pursuant to the courts earlier orders,
Mumbai police chief D N Jadhav has also issued a
circular to all 86 police stations in the city
restraining them from accepting donations or
sponsorships for chowkies, the affidavit said.
All chowkies will be erected set up from funds
provided by the state, said the police
while submitting plans for model chowkies. The court
has slated hearing on the PIL next on February 22.
