Sir,
You are already aware, I was arrested on a baseless charge by Khar Police Station on 28th February 05. Those same charges should have been applied to Managers of Bharat Overseas Bank and Punjab National Bank. Further during my long telephone conversation with you on Saturday 23rd April, I apprised you of the goings on at Bandra Police Station lock up. I am sending you further details.
The Police Officers are very active in supplying, for a fee, Smack, Brown sugar and Charas, to all those who desire to have it, inside the lock up.
The officers, I witnessed and remember were, Appa, Chavan, Kambli, Sawant. Bhonsle and Pandurang Patil. Many others were also involved, whose names I could not memorise.
During the 5 days I spent there, Smack and Brown Sugar was bought mainly by 3 inmates Aaya (Asif), Rafiq and another, 3-4 times a day. Charas was consumed by 8 to 10 people 6/7 times a day. Mr BadrAli a Kuwaiti national was mainly paying for charas, supplied by the Police Officers.
While all those, who were inmates are witnesses, I specifically spoke to Asfaq, Asif, Rafiq, BadrAli, JaiPrakash, Prashant, Ayub Khan, Parvez Khan and Sameer about their willingness to tell the people of India, about the extra-curricular activities of the Mumbai Police Officers.
I had befriended almost every inmate and there were approximately 20-30, the figures kept changing everyday. They all called me Uncle.
Some inmates , appeared to be on very friendly terms with the officers, these were the ones, in and out of Bandra Jail, many, many, times. So I tried to get all the information about how things really worked. They are as follows:
The Bandra Jail houses undertrials from 6 police stations, Khar, Bandra, Vakola, Nirmal Nagar, Kherwadi and 1 other. The captive drug market is carved up, amongst the 6 police sations. If an individual from Khar is arrested and he requires drugs, only Khar Police Officers will have the privelege of servicing him, similiarly if a person is from Bandra Police Sation, Bandra Officers will supply the drugs or charas and so on.
No competition is allowed, they said. One officer fron each Police Station, remains present through out the 24 hrs.
Often many youngsters are brought in under section 151 (24hrs confinement) and get introduced to drugs here. This activity on the part of the police, can be termed by me, a marketing man Operation 151 to expand the market.
I decided to probe, if prostitutes could be brought in. No I was informed by the veterans, but for a fee, you can be taken to a whorehouse for 2-3 hrs. And I was informed that Mr. Vasant Karve was going ou regularly for that purpose. The fee he must be paying must be much less (normal Rs 1000), as he was like a wholesale customer, for months hes there. I was told.
The Cops charge you, they pay nothing to sexworkers or the place where they take you, so it is full fee for the cops. I was told.
Other things, I noticed was, that 5-6 Police officers gambled all night, approximately 15 ft from the Cell door and in the morning, we were aware of the winnings and losses, which amounted to Rs 20,000 or Rs 30,000 or the highest Rs 54,000, I heard one day (morning of 1st April 05).
The Government Of India must be paying them massive salaries, to support such gambling instincts.
