Sir,
Attached please find a copy of the letter, along with numerous attachments, which I had handed over to the respected Police Commissioner Mr. A N Roy, when I met him on Monday 25th April 2005.
Subsequently, Bharat Overseas Bank Cheif Manager Mr. Mihir Datta, has filed an affidavit in the MPID court on 27/4/05 admitting the fact, that his officers along with Officers of Punjab National Bank had opened the flat on 12th February 2005 and shown it to various potential buyers. Mr.Inamdar was present in court. (Xerox of affidavit attached).
According to FIR filed by EOW officer Mr. Inamdar, he had put the court seal on 8th February 05. What prevents you now from arresting the Bank Officers.
Under clause 13 of the FIR, your officers are required to investigate. Without proper investigation, I was arrested, though I had pointed out the fact of Bank Officers opening the flats on 12th Feb. 05. Is it possible, that your officers had received a large sum running into lakhs of Rupees from the Banks, to arrest me in place of The Banks Officers.
Kindly note, at present, I am unable to match the amounts, the banks can afford to pay to your Officers, but I will find a innovative way to collect money from citizens of Khar to appease your Officers. Please reassure them.
I am a educated citizen, respectable no less than you. Imagine yourself arrested, for a crime you have not committed, put in Jail for 5 days, handcuffed and taken to court, while your wife is harassed, by the investigating officer, in your absence.
Now I can only hope and pray that the FIR against me will be withdrawn and a fresh one filed against the bank officers. Also I am well aware, that the Police NEVER admits their mistake, well times change, IT IS TIME YOU CHANGED, why force me to go to High Court, asking for FIR against me to be quashed, it will require unnecessary waste of the Courts Time, Police Officers time, my time and my money, all of which can be spent more productively.
My wife is under pschiatric care and she talks repeatedly of committing suicide. Should such an unfortunate event happen, I will hold the Mumbai Police, including the CP, DCP, and ACPs responsible.
This letter is addressed to you, since I do not wish to take the Police Commissioners time. A busy man has given me more that 1hr 20minutes over a 2 day period already.
Thanks
Sincerely,
I K Chhugani
(After handing over this letter on 28th April, I met the DCP Mr Gupta for over 90 miniutes on 3rd May 05 and as desired, gave him in writing again everything on 4th May 05, a communication directily addressed to The DCP, Amitabh Gupta, Bandra)
